Antelope Road - White City, OR

Hardey Engineering provided the design and contact documents and conducted the bid opening and construction management for a three mile, two phase, 9 million dollar roadway and streetscape improvement project for the Urban Renewal Agency of Jackson County (JCURA). The first phase east of Hwy 62 was a residential area while the west phase was a heavy industrial area. This project included widening of the existing roadway, the addition of curbs and gutters, sidewalks, storm drains, and paving, including an overly of the existing roadway, permanent traffic lines, municipal water systems including fire hydrants, supply lines, water meters and two traffic signals. A three block streetscape section included an irrigation system, median islands with trees and shrubs, and roadside trees and shrubs, and as well as an 8 foot meandering sidewalk on the residential side.
HEA worked closely with the JCURA Project Manager, Jackson County Roads and the Public. Prior to construction HEA and JCURA conducted community open house meetings to inform the public and to get their input on the project. During construction public involvement continued by letter and individual contacts with stake holders. HEA worked closely with utilities to minimize and coordinate utility adjustments and conflicts. Utility meetings were held during the design phase and just prior to construction. On site meetings with individual utilities were continued as needed to resolve any issues during construction. HEA provided all design and construction surveying for this project. The contractor continually praised HEA’s field survey personal for timely and error free construction staking. HEA’s ODOT certified Traffic Signal inspector provided inspection service and coordinated with ODOT personnel who maintain these Jackson County signals and Jackson County Roads.
This was a successful project for HEA, JCURA and the public, with substantial improvements in safety and functionality for motorists, pedestrians and bicyclists by the addition of median turn lanes, traffic signals, sidewalks and bike lanes. The 3 block of streetscape was highly successful in providing aesthetic improvements to the residential area of White City.
